Originally starting as a modest gathering, the festival has evolved into a major event featuring a wide range of activities. Participants can join parades showcasing their intricate costumes, attend stage performances, and partake in professional photo sessions. The festival also includes workshops where enthusiasts can learn about costume design, makeup, and prop creation.

The main venue for the festival is around the east exit of Ikebukuro Station, one of Tokyo’s major transportation hubs. The event spans several key areas, including Sunshine City, a large shopping and entertainment complex that hosts various festival activities and performances.

Sunshine City serves as a central point, with its spacious plazas and indoor venues providing an ideal setting for cosplay parades, stage shows, and photo sessions. 

Surrounding streets and public spaces such as East Ikebukuro Central Park are also utilized, transforming the entire district into a fun and colorful, cosplay-friendly zone. The convenient location, combined with the area’s existing reputation as a subculture hotspot, made Ikebukuro the perfect choice for this unique Halloween celebration.
