Best viewed in early June and late September, when annual rose festivals are held, with white mizubasho (skunk cabbages) blooming from mid to late April. The park features seasonal events and is less touristy than major flower parks, making it ideal for those seeking a peaceful, intimate experience with nature.

The gardens combine Western and Japanese styles, set on a hill with a Western mansion at the top designed by Josiah Conder (known as “the father of Japanese modern architecture”), a rose garden in the middle, and a Japanese garden at the bottom designed by Ogawa Jihei VII.
